Banks that allow online bill payment from credit accounts (like HELOC)?

I'm looking for an institution that would let me to schedule up payments online to whoever I want and use a credit account.

Currently I can do that with USBank with HELOC. Are there any banks that allow the same but with a credit line that's not a HELOC?
