If you're referring to AD Valorem taxes on your property.. that is imposed by the district you live in. The tax rates (or Millage rate as they are called) vary greatly from district to district, even within the SAME county.
The millage rate can change each fiscal year as the districts budget needs change. Usually you'll get a letter in the mail indicating that if proposed budget changes are made, your taxes will be x dollars, and if they are not made... then your taxes will be y dollars.
When house prices decline.. your property taxes tend to go down as well... BUT a district CAN vote to increase the millage rates so that they can keep the same operating budget as they did the year before.
Your property taxes tend to pay for things like the schools in your area... litter pickup... parks.. etc.
This information is public domain so you should be able to look up what your millage rate is in your district as compared to neighboring towns..
