Default General advice on setting a plan

Hello I am new to this forum Been looking around for financial advice and read a lot of good posts on this forum so here I am.
My situation, I used to be a financial idiot, i payed the price in my mid 20s (now in mid 30s) with massive debt. Today I owe maybe 1k on credit and about 10k on a car loan (270/month). I have just gone on a bit of a spending spree, but for the things i actually have wanted and Ive lived so minimally for so long I could not take it any longer. But i do want to take my finances seriously,have NEVER operated under a budget. I am in decent shape as I have about 17k saved up which at one point was as high as 23k but feel i should be doing better and planning for the future. I've actually been stressing over this and am really trying to figure out how to budget, I am very bad at spending mostly in social situations (dates, going out etc).
I don't know what amount saved is considered comfortable, should i keep my money in my savings as its all there now, I looked online and the rates on cds are low, how much should be kept liquid? Any free budget applications to use? My car loan is relatively high interest as it was used (around 8%) but i do pay extra every month and i dont mind 270/month as I want to expand my emergency/savings but should i reconsider and focus on paying this off first?
