Default New York City... most expensive city?

According to these sources, New York City is, allegedly, the most expensive city in America.

NYC tops list of America’s most expensive cities - Local business- msnbc.com

Most Expensive U.S. Cities to Live In, Page 2 of 2 - Associated Content - associatedcontent.com

And there's plenty more where that came from.

However, if that is the case, why does the following source tell me that New York City's cost of living is 165% of the national average, while Redwood City's cost of living is 203% the national average?

Redwood City in CA is in the middle of the High Tech Environment in North California, and the numbers for NYC are artificially down because they include all of NYC Boroughs, if you live on Park Avenue or 5th Ave near the Park, believe me that percentage is not what applies

Yeah, but it doesn't say America's most expensive parts of cities. I'm sure there's super-expensive parts of LA and Washington DC that are higher than 165% the national average as well. All cities have their expensive parts and their poorer parts. I'd imagine the surveys would have taken that into account.

The answer to this question is based on the rubric on the cost of living average, and the most expensive city. It could include per capita with the cost of living average and not include it when calculating why new york is the most expensive city.
