Yes there are many gift cards and pre paid cc's you can buy with an amex, but the whole thing is being able to get the money out of the Prepaid card without high fees.

western union, and for that matter, most check cashing businesses, offer pre paid options that you can contribute to with any method of payment.
i use the western union mastercard debit for online usage, like for e-bay thru pay pal, rapidshare, and gaming accounts. it limits my exposure to the balance of the card. i am able to put money on the card over the phone using a cc, or in person in cash. they charge 4.95 a month fees and 3.00 to deposit.
its kinda steep with the fees, but the peace of mind that if i have a 500.00 purchse to make, i can deposit 500.00 and be done with it, is pretty great. no worries about secure websites or retarded/nefarious admins.
in addition, it functions just like a bank issued debit. i can use atms with mc logos for just the posted fee. the only danger is with certain gas stations, they will double charge your card as security [lukoil is famous for it], and not refund it until 5-7 days later. other than that, it is a great solution for my needs, and maybe yours as well.
