Spreads on FHA Loans

Can anyone detail what the components are for FHA Loan rate spreads (ie. prepayment factor, brokerage factor, etc)?

Does the FHA use the 1-Year Constant Maturity Treasury Index to calculate changes in interest rates if you are getting an ARM?
