Question wacked user requirement

I am trying to decipher a user requirement for a software application. The rule states to take the difference of two percents A (a store) and B (the entire division) and add +- 20 points to the result to obtain range Z.

The example given in the case is A = -10% and B= 0% then hi lo range is -20 and +10. therefore if A less than -20 or greater than +10 it is an exception. This doesn't make sense to me but the user has insisted that this is the requirement.

If the value of A is outside the resulting range Z then A is considered an exception (either too low or too high).

This makes no sense to me (the way to requirements are worded).

Can someone shed any light on this issue? Is there a better way to give the results?

In dividing a+bi by c+di, we rationalized the denominator using the fact that (c+di)(c-di) = c2 -cdi +cdi -d2i2 = c2 + d2. The complex numbers c+di and c-di are called complex conjugates. If z = c+di, we use_

Viewed as a vector in the complex plane, z=a+bi has magnitude ,Notice that z_
