wow...that's quite a spread of states - Iowa and New Mexico would probably have the lowest cost of living. But what a difference in lifestyle from those two states to NY or CA. Good Luck!

You list DC but not MD... Maryland is gorgeous, temperate, offers variety and has relatively easy access to DC... you can review and compare all the local and state taxes here up to about 2008 http://dor.wa.gov/Content/AboutUs/St...8/default.aspx

I have lived in CA and MA and am now in Iowa.
Massachusetts is called "Taxachusetts" for a reason. I moved from San Diego, CA to Pittsfield, MA in 1995. My car insurance doubled because for whatever reason, wherever you lived in Massachusetts, you paid the same rate as someone who lived in Boston. In California, you won't have to worry about six months of winter, so your utilities may not be as high. San Diego does have gorgeous weather and we usually were able to get by with either fans when it was hot or an extra blanket when it was cold. I rented apartments when I lived there, so I don't know about property tax. In Iowa, if you were looking for cities, I would say check out Iowa City, Ames or Des Moines. Smaller towns, Waukee or Pella might interest you, although Pella does have high property taxes. I think the local/state taxes are 7% on purchases.
