Default Widow's Portfolio?

I heard recently about something called a 'Widow's Portfolio" though all I know about it is that women in the World War II era used to invest their dead husband's assets and live off of the earnings. So from this I have two questions:

How could I go about creating a portfolio similar to this today?

How much should I have to start?
